Official: Inappropriate or Disruptive Behavior (704.1)
- Verbal redirect
- Check-in / Check-out
- De-escalation conversation
- Classroom support from CTT specialist
- Positive reinforcement
Level 1 is the primary and preferred response. Repeated incidents may warrant a Level 2 referral to administration, but escalation should not be the default response.
Official: Defiance of Authority and/or Insubordination (701.2)
- Verbal redirect
- De-escalation conversation
- Restorative conversation with staff member
- Check-in with CTT specialist

Official: Class Cutting (101.1) / Absences (103.1)
⚠️ IMPORTANT: Out-of-school suspension is NOT an appropriate response to class cutting or truancy. Maryland law requires attendance intervention plans before any punitive action. Maximum allowable response for truancy alone is Level 2 (administrative conference). Document all outreach attempts.
- Check-in / Check-out
- Family contact
- Attendance support plan

Official: Dress Code Violation
- Verbal reminder of dress code policy
- Provide alternative clothing if available
- Contact family to bring appropriate clothing
- Document and allow student to return to class
Dress code violations are Level 1 only. Students should not be removed from class for dress code issues unless the item poses a safety concern. Behaviors that should NOT result in suspension include dress code violations.
Official: Bullying, Harassment, or Intimidation
- Restorative conversation (separate parties)
- Conflict mediation
- Family contact for both parties

- Check-in with CTT specialist
Bullying and harassment require documentation and a formal response. CTT can support with restorative practices, but administration must be notified. Both parties require separate support. Cyberbullying is treated the same as in-person bullying.
Official: Fighting or Physical Altercation
- De-escalation (before physical contact occurs)
- Separate parties immediately
- Notify administration
- Check-in with both students after separation
- Family contact
CTT's primary role in physical altercations is de-escalation BEFORE contact and support AFTER separation. Do not physically intervene unless trained and authorized. Notify administration immediately.

Official: Substance Use or Possession
- Do not handle substance directly
- Notify administration immediately
- Secure the area
- Support student emotionally while waiting for admin
Substance-related incidents require immediate administrative notification. CTT role is supportive — do not handle substances, do not conduct searches. Notify administration and provide student support. Distinction between possession and possession with intent to sell affects level.
Official: Weapons, Firearms, and Explosives (301.1, 302.1, 303.1, 503.1)

- Document if repeated
Electronic device misuse is primarily a Level 1 classroom management issue. Student devices will be confiscated if used or possessed at unauthorized times per Board Policy JICJ. CTT can support with redirection but should not confiscate devices.
